This discussion served as a policy forum where citizens, experts, and public officials participated together. With over 100 attendees, the event was organized to discuss ways to resolve overlapping regulations in Gwangju City and improve unreasonable local ordinances affecting citizens and businesses.


The agenda included two main topics: a proposal for the "2025 Gwangju City Local Ordinance Regulatory Reform Contest" and issues raised by institutions and organizations. Specifically, these topics were: easing development standards for the construction of large-scale warehouse facilities, and abolishing the requirement for Building Committee reviews for apartment complexes with more than 30 households.


The panel discussion was chaired by Kim Donggu, President of the Korea Construction and Nature Association, with participation from Kang Cheonsim, Head of the Gyeongan Stream Citizens' Solidarity, Song Jihyun, Gwangju City Urban Planning Committee member, and Yoo Jaeseong, Associate Research Fellow at the Korea Research Institute for Human Settlements. They presented various perspectives on institutional improvements. At the event, there was also active exchange of opinions among citizens, experts, and relevant departments.


In particular, regarding the "easing of standards for large-scale warehouse construction," concerns were raised about potential negative impacts on urban aesthetics and worsening traffic congestion. The panelists emphasized that "relaxing warehouse facility regulations is a nationwide trend" and stressed the need for careful planning that takes harmony with community facilities into account.


On the agenda of "abolishing Building Committee reviews for apartment complexes with more than 30 households," issues such as excessive preparation costs, procedural delays, and hindrance to creative private sector designs were highlighted, supporting the necessity for abolishing the review process.


On the other hand, opinions were also discussed that certain review standards should be maintained to ensure planned urban development. Accordingly, the panelists agreed that Gwangju City’s role as a mediator is crucial, including establishing benefit systems that promote mutual prosperity between citizens and developers.


A city official stated, "We will carefully review the opinions presented at the discussion and actively reflect them in policy and institutional improvements," adding, "As a first step in promoting regulatory reforms that citizens can truly feel, we will continue to listen to voices from the field and improve local ordinances to make them more rational and efficient."
