Busanjin-Hae Economic Free Zone Authority Establishes "Network Building Plan for Attracting Chinese Companies"

Responding to Changes in the External Investment Environment
and Gradually Building a Field-Oriented Network

The Busanjin-Hae Economic Free Zone Authority (headed by Park Sungho) has established the "Network Building Plan for Attracting Chinese Companies" to strengthen its cooperation base with major Chinese institutions and companies and to gradually build a field-oriented network in response to the rapidly changing external investment environment in the second half of 2025.


As the International Monetary Fund (IMF) raised its 2025 growth forecast for China to 4.8%, and China is working to enhance the competitiveness of strategic industries such as electric vehicles, secondary batteries, semiconductors, robotics, bio, and 5G centered on "Made in China 2025," the intensifying US-China conflict and the normalization of high tariffs are increasing investment and trade risks for global companies and stimulating the need to diversify production bases.


Although the recent ultra-high tariff dispute has been temporarily suspended, the unstable external situation is expected to further accelerate the restructuring of global supply chains.


Against this backdrop, the Ministry of Trade, Industry and Energy's policy direction to focus on nurturing the "Big 10" industries and shift foreign investment attraction toward advanced and eco-friendly industries in response to changes in the industrial paradigm such as AI, digital transformation, and strengthening ESG, is giving further momentum to the Authority's strategic initiatives.


Focusing on strategic fields such as future mobility, secondary batteries, biohealth, eco-friendly energy, and advanced materials, the Authority plans to actively utilize the "Tri-port" integrated logistics infrastructure connecting Busan New Port, Gadeokdo New Airport, and railway networks to launch full-scale investment attraction activities that combine smart logistics, advanced manufacturing, and bio industries.


The core of this plan is to systematically organize activities targeting China, which have so far been centered on individual companies, and to establish a network for ongoing cooperation. To this end, the Authority will first systematize a list of relevant institutions and associations in China and update Chinese-language promotional and informational materials for use in the field. In addition, it will gradually establish a cooperation system for sharing policy and trade information with local Chinese institutions on an ongoing basis.


Furthermore, the Authority will sequentially sign memorandums of understanding (MOUs) with investment cooperation organizations in China and hold local investment promotion activities and networking events in major cities such as Shanghai, Guangzhou, and Hong Kong to spread successful cases and achieve tangible results in attracting investment.
