On November 6, Assemblyman Jung announced that he had sponsored the "Special Act on the Establishment of the Gwangju-Jeonnam Ultra-wide Special Local Government, etc." The bill includes provisions for the formation of a special local government council and the election of its head, the establishment of a support council under the Prime Minister, the creation of a dedicated account within the special regional balanced development fund, and the prioritization of special grants and subsidies.

Assemblyman Jung stated, "With half of South Korea's population concentrated in the Seoul metropolitan area, it is impossible for a single city or province to compete with the capital region.
