Gwangmyeong City's policy for managing interfloor noise conflicts has been selected as the top policy in Gyeonggi Province.
On November 6, Gwangmyeong City announced that it had received the grand prize at the "2025 Public Conflict Management Best Practices Competition" hosted by Gyeonggi Province, under the theme of "Resolving Resident Conflicts through the Operation of the Interfloor Noise Conflict Resolution Support Center."

The city explained that this award recognizes the successful establishment of a conflict management system centered on citizen participation and self-resolution, based on the Interfloor Noise Conflict Resolution Support Center, which was the first of its kind among local governments nationwide when it was established in 2013.
The city's Interfloor Noise Conflict Resolution Support Center systematically manages noise conflicts in apartment complexes through a four-stage comprehensive support system: ▲consultation for civil complaints ▲negotiation and mediation between parties ▲preventive education ▲production of promotional materials.
In particular, the center focuses not only on simple dispute mediation but also on building citizens' capacity to understand and resolve conflicts themselves through customized education for each group and citizen participation-based experiential activities.
Representative programs include participatory educational activities for elementary school students, such as mock trials on interfloor noise and making nameplates for noise prevention. For apartment complex stakeholders, the center provides immersive training such as mock interfloor noise management committee sessions and theater performances to enhance practical conflict management skills.
The center also conducts on-site promotional activities to raise awareness of interfloor noise issues by visiting newly occupied apartment complexes and large-scale community events.
Seungwon Park, Mayor of Gwangmyeong, stated, "If we do not proactively respond to conflicts among residents caused by dense living environments, it will lead to wasted administrative resources and increased social costs. We will establish a proactive conflict management system to prevent everyday conflicts and create a happy community for everyone."
