Sokcho City in Gangwon Province will implement the "Second Phase of Livelihood Recovery Consumption Coupons" from September 22 to October 31, in accordance with the government's measures to revive the livelihood economy. During the first phase in July, up to 430,000 won was distributed to all citizens, with a distribution rate exceeding 99%, surpassing the national average. The city focused on increasing the application rate by providing a door-to-door application service for a total of 309 individuals, including elderly citizens with mobility difficulties and people with disabilities.
The city expects that, since the second phase of the consumption coupon program will take place ahead of the Chuseok holiday, usage will be concentrated during the holiday period, providing significant support for local businesses. The city also plans to actively promote and inform citizens about where the coupons can be used, aiming to boost actual consumption in traditional markets and neighborhood businesses.
The application process remains the same as the first phase. Applicants can choose between credit/debit card recharge, local gift certificates (mobile or card type), or prepaid cards, and applications can be made both online and offline. However, to prevent congestion during the first week (September 22 to 26), a day-of-the-week system based on the last digit of the applicant's birth year will be implemented: Mondays for 1 and 6, Tuesdays for 2 and 7, Wednesdays for 3 and 8, Thursdays for 4 and 9, and Fridays for 5 and 0. On weekends, all citizens can apply online regardless of the day-of-the-week system.
Afterwards, a "door-to-door application" service will also be provided for elderly citizens and others with mobility difficulties, allowing staff to visit and distribute the coupons directly.
The consumption coupons must be used by November 30, the same as the first phase, and any unused balance after the deadline will be automatically forfeited. Additionally, since community centers and bank branches will not operate on weekends and public holidays (including National Foundation Day and the Chuseok holiday from October 3 to 9), the city strongly encourages online applications.
Eligibility excludes households whose combined property tax base exceeded 1.2 billion won or whose combined financial income exceeded 20 million won as of 2024, and is limited to households whose total health insurance premium contributions assessed in June 2025 fall below the designated threshold.
Citizens can check their eligibility online or offline starting at 9 a.m. on September 22. If there are objections to the eligibility results, appeals can be submitted online through the National Petition Portal or in person at community centers until October 31.
Meanwhile, the city has completed the production of 20,000 prepaid cards worth 100,000 won each to ensure a smooth second phase, and plans to finish distributing promotional materials and holding staff meetings within this week.
