To this end, the city will form a joint support team comprised of the Regional Economy Division and the Economic and Transportation Divisions of each district office. During the Ministry of Employment and Labor's intensive inspection period for delayed wages, the team will actively promote measures for workers to seek redress and stability support programs.

In addition, Changwon operates a year-round free support system that allows workers to easily receive consultations and legal advice through an advisory certified labor attorney and the labor counseling centers in Changwon, Masan, and Jinhae. The city also responds promptly to various labor-management issues, including delayed wage payments.

The Ministry of Employment and Labor operates an online dedicated portal, "Labor Portal," and a direct hotline to labor inspectors to make it easier for victims of delayed wages to file complaints. The Korea Workers' Compensation and Welfare Service is implementing several programs to support the livelihood stability of workers with delayed wages, including the advance payment of delayed wages, living expense loans for affected workers, and loans for employers to resolve delayed wage payments.

Park Jinyeol, Director of Economic and Employment Affairs, stated, "We will actively promote and support the wage payment resolution system so that workers, who are the driving force of our local economy, can enjoy a warm holiday without concerns about delayed wages," adding, "We will do our best to protect workers' rights and ensure the stability of people's livelihoods."

Meanwhile, according to the Changwon branch of the Ministry of Employment and Labor, as of August 2025, the total amount of delayed wages in Changwon was 19.3 billion won, affecting 2,698 workers.

In particular, the wholesale and retail sector (including food and accommodation) saw a 24.4% increase (525 million won) in delayed wages and a 12.5% increase (62 workers) in the number of affected workers compared to the same period last year.
