Easing Inconvenience for Residents on the Waiting List
Yeongdeungpo-gu in Seoul (District Mayor Choi Hogwon) announced on September 15 that it has completely switched the allocation method for public off-street parking lot season tickets to a "public lottery held annually," allowing more residents to benefit from the service.

Previously, once a public parking space was allocated, users could continue to use it indefinitely unless there were special circumstances, such as vehicle deregistration or moving out of the district. As a result, more than 1,000 complaints from residents about inconvenience were filed each year, and concerns about fairness were continuously raised.
With the full implementation of this new system, a total of 1,293 season tickets have been allocated across 17 public parking lots, of which 529 (40.9%) were newly assigned vehicles. Notably, 257 vehicles (48.6%) were on the existing waiting list, with an average waiting period of about five years.
The lotteries held on September 3 and 9 were conducted in two rounds: in the first round, exclusive parking spaces were allocated to residents with disabilities living in Yeongdeungpo-gu; in the second round, 90% of the remaining spaces were allocated to vehicles of general residents and 10% to non-resident users. The lottery process was open for all applicants to observe and was broadcast live through the official YouTube channel of the Yeongdeungpo-gu Facilities Management Corporation.
The district had already piloted the annual allocation system at 10 locations in 2021 and has now expanded it to all 17 locations. As a result, the public nature of these public parking lots, which are shared assets, has been strengthened, and more residents are now provided with fair opportunities.
To inform residents about the system, the district sent out approximately 30,000 text messages to current users and put up banners at 72 locations throughout the district. Moving forward, the public lottery for season tickets will be held annually. Applications can be submitted through the Yeongdeungpo-gu Facilities Management Corporation website, and inquiries can be made to the district's Parking Culture Division or the Facilities Management Corporation.
Choi Hogwon, Mayor of Yeongdeungpo-gu, stated, "The annual allocation system will give many residents a fair opportunity to use public parking lots," adding, "We will continue to work towards the rational management and fairness of parking spaces in the future."
