Commissioner Baek began his public service career in 1996 after passing the 39th Higher Civil Service Examination. He has held various key positions within the Public Procurement Service, overseeing goods, services, and construction contracts, procurement informatization, and raw material stockpiling. He was appointed Deputy Commissioner in January of last year.

Widely recognized as an expert in public procurement, Commissioner Baek has contributed to the qualitative advancement of public procurement by designing the next-generation national procurement system incorporating new technologies such as artificial intelligence, improving digital service and software contracting methods, and facilitating the entry of startup and venture companies into the public market.

He has also worked to enhance the transparency and reliability of public procurement by strengthening the management of safety-related supplies directly linked to public welfare, cracking down on unfair practices, and establishing public-private collaboration networks to ensure appropriate construction costs for contractors.

An official from the Public Procurement Service stated, "We expect that the new Commissioner Baek, with his deep understanding of public procurement policy, will have a positive impact on regulatory innovation in procurement sites and on supporting dynamic economic growth through public procurement, which are key priorities for the agency."
