More Accurate Than Before... Gwangsan District in Gwangju Begins Military Noise Impact Survey

Ministry of National Defense to Redraw Noise Zones with Precision Map by Next Year
Gwangsan District: "Pursuing Realistic Compensation Reflecting Residents' Opinions"
Over 100 Residents Attend Briefing... Survey Methods and Standards Explained
Compensation Up to 60,000 Won per Month Based on WECPNL Grading

A new 'precision map' for compensation of military noise damage will be drawn. The Ministry of National Defense will conduct a noise impact survey in areas near military airports nationwide from this year until next year. At the project briefing held at Gwangsan District Office in Gwangju on July 4, more than 100 residents attended to hear directly about the survey methods and compensation standards. Gwangsan District stated, "We will reflect residents' opinions throughout the entire survey process."

According to Gwangsan District on July 5, this survey will be conducted over two years, from January last year to December this year. A professional service agency will measure aircraft noise and create noise contour lines by modeling the data in detail. The results of the survey will serve as the basis for designating noise countermeasure and compensation areas.

Currently, noise impact zones are determined based on values measured in WECPNL (Weighted Equivalent Continuous Perceived Noise Level) units. WECPNL is a unit for measuring aircraft noise that comprehensively reflects not only the volume of the noise, but also its frequency, time of occurrence, and the degree of discomfort it causes. In particular, higher weight is given to noise that occurs at night. Based on these values, the Ministry of National Defense sets precise noise zones to determine eligibility and standards for compensation.

Type 1 is defined as 95 WECPNL or higher, Type 2 as 90 to 95 WECPNL, and Type 3 as 85 to 90 WECPNL. Residents in these areas may receive up to 60,000 won per month in noise compensation, depending on the zone.

Gwangsan District stated, "We will share future survey schedules and results with residents," and added, "We will ensure a survey process that reflects residents' opinions so that fair compensation for military noise can be achieved."
