Governor Kim Youngrok Engages in Public Communication at Gurye 5-Day Market Three days ago, Kim Youngrok, Governor of Jeollanam-do, who was appointed as the honorary one-day branch manager of the financial bus 'Guardream' to listen to the management difficulties of traditional markets and small business owners, supported guarantee consultation services for traditional markets and small business owners at the Gurye 5-Day Market. On July 3, Kim Youngrok, Governor of Jeollanam-do, served as the honorary one-day branch manager of the Guardream financial bus at the Gurye 5-Day Market, continuing his efforts to communicate with the public by directly experiencing the vibrant atmosphere on site.


The public communication event was attended by Park Jungseon, President of the Jeonnam Small Business Association, Han Seungju, President of the Jeonnam Branch of the National Merchants Association, presidents of city and county merchant associations, and about 20 small business owners from Gurye County, who shared their management difficulties with Governor Kim Youngrok.


After listening to these concerns, Governor Kim participated in a one-on-one financial consultation demonstration with small business owners as the honorary one-day branch manager of the financial bus.


Through these one-on-one consultations, he expressed deep empathy for the challenges faced by small business owners, including the stagnation of the domestic market and the high interest rate crisis. He explained that Jeollanam-do is implementing measures in line with the government’s supplementary budget to inject vitality into the local economy as a whole.


Governor Kim Youngrok stated, "Following the early issuance of 350 billion won in regional gift certificates funded by the province, we will additionally issue approximately 800 billion won in regional gift certificates in connection with the government’s supplementary budget to serve as a catalyst for the recovery of the local economy." He added, "We will make even greater efforts to restore vitality to the local economy so that small business owners can operate with peace of mind."


The 'Guardream' financial bus project aims to improve financial accessibility for small business owners in traditional markets and financially underserved areas. Since its launch last year, it was selected as the top policy by the Jeonnam Province Residents’ Evaluation Group in 2024 and was also recognized as an excellent local government in the Ministry of the Interior and Safety’s regional financial cooperation model intensive management project.


Recently, it has been recognized as a leading policy, with external organizations visiting to benchmark the program.


This year, the Jeonnam Credit Guarantee Foundation purchased its own bus-type mobile branch, expanding operations from once a month to once or twice a week. As of the end of June, a total of 20 sessions have been held, providing guarantee consultations amounting to 8.9 billion won. The Guardream financial bus has received strong support from small business owners who found it difficult to visit credit guarantee branches due to work or mobility challenges.
