On July 1, Chief Prosecutor Shin posted on the prosecution's internal network, Epros, saying, "Gilsangjiji. It is said that stopping at the right time is a good thing," and added, "After 27 years of walking the path as a prosecutor, I am now preparing to stop." He continued, "The prosecution is currently going through a very difficult period," and added, "I feel sorry for leaving first during such challenging times."

Chief Prosecutor Shin previously served as the head of the Criminal Division 3 at the Seoul Central District Prosecutors' Office when former President Yoon Sukyeol was the chief prosecutor there. He is regarded as a leading expert in special investigations within the prosecution, having served in the Central Investigation Department of the Supreme Prosecutors' Office and as the second deputy chief at the Seoul Southern District Prosecutors' Office. He was promoted to chief prosecutor after the inauguration of the Yoon Sukyeol administration. Most recently, Chief Prosecutor Shin led the investigation into the Geonjinbeopsa Gate case, in which First Lady Kim Keonhee was allegedly implicated.
