China Announces Approval of Rare Earth Export Permits, Does Not Specify Recipient Countries Reuters Yonhap News

On June 12, the Chinese government announced that it had approved export permits for certain quantities of rare earth-related items in accordance with the law.

At a briefing on the same day, He Yadong, spokesperson for the Chinese Ministry of Commerce, stated, "We are reviewing applications for export permits of rare earth-related items in accordance with the law, fully taking into account the reasonable demands and concerns of the private sectors in various countries."

He added, "We will continue to strengthen the approval process for applications that meet the regulations."

However, specific information such as the countries that have received approval for rare earth-related exports was not disclosed.

Previously, the United States and China reached a framework to implement the agreements made at the first round of talks in Geneva, Switzerland last month, through high-level trade negotiations held in London, United Kingdom on June 9 and 10, local time.

Afterward, U.S. President Donald Trump announced the lifting of export controls by posting on Truth Social, stating, "All necessary rare earths will be supplied by China in an 'up front' manner."

According to the Wall Street Journal (WSJ), while China decided to resume rare earth exports to U.S. companies, it limited the permit period to six months.

Regarding the U.S.-China agreement in London, spokesperson He stated, "We have reached a framework agreement in principle," and assessed that "new progress has been made in addressing economic and trade concerns between the two sides."

He further emphasized, "As the next step, both sides will continue to maintain communication and dialogue, continuously enhance mutual understanding, reduce misunderstandings, and strengthen cooperation to ensure the stable development of China-U.S. economic and trade relations."
