Design-Build Turnkey Bidding Process
The construction project for the Hadan-Noksan urban railway line, which is expected to dramatically improve transportation convenience in western Busan, is now moving forward in earnest.
On June 11, Busan Transportation Corporation (President Lee Byungjin) announced the call for bids for the construction of the Hadan-Noksan line.
This project has been proceeding as planned since it received basic plan approval from the Ministry of Land, Infrastructure and Transport in October last year. After review by the Busan City Construction Technology Review Committee, it will be commissioned through a design-build (turnkey) bidding process.
The design-build bidding method allows for both design and construction to be carried out simultaneously, which shortens the project timeline and improves quality. The corporation aims to secure both speed and stability in project execution through this approach.
The bidding process will involve an evaluation of the basic design, followed by the selection of a qualified contractor for the detailed design in early 2026. After completing the detailed design over approximately six months, the construction contractor will be finalized. Subsequent steps will include the commencement of civil engineering work and other phases of the project.
The Hadan-Noksan line is an extension of the currently under-construction Sasang-Hadan line. It will span a total length of 13.47 kilometers from Hadan Station, passing through Eulsukdo and Myeongji International New City, and ending at the Noksan National Industrial Complex. The project includes the construction of 11 stations and one train depot. The total project cost is approximately 1.4845 trillion won, and the line will operate as an unmanned light rail transit (K-AGT) system.
For a portion of the Myeongji International New City section, the original elevated design has been changed to an underground method, which is expected to enhance the cityscape and improve the residential environment for local residents.
Lee Byungjin, President of Busan Transportation Corporation, stated, "With the announcement of this bid, the construction of the Hadan-Noksan line is now fully underway. This project will make a significant contribution to balanced regional development and improved transportation welfare. Based on our 40 years of accumulated experience in urban railway construction, we will ensure the project proceeds without any setbacks."
