From 5th Logistics Support Command to International Financial City
Economic Impact Estimated at 1.95 Trillion Won
Daegu City announced its "Development Plan for Former Military Sites" on the 19th, aiming to transform five former military bases into future growth hubs that will drive the next 100 years of Daegu's development.
Following the decision on June 5 to relocate the 2nd Operations Command, 5th Logistics Support Command, Air Defense Artillery School, 1st Missile Brigade, and 50th Infantry Division to Gunwi County in Daegu, the city plans to begin discussions with the Ministry of National Defense to promote the land donation and transfer project in earnest.
Accordingly, Daegu City has established a development plan to turn the former military sites created by these relocations into future growth engines for the city.
The development plan focuses on high value-added future industries such as advanced technology, healthcare, education, and international finance. It is tailored to the characteristics of each site to ensure practicality and is designed to drive regional development and the future growth of Daegu.
The former site of the 2nd Operations Command in Manchon-dong, Suseong-gu, Daegu (1.27 km²) will be developed into a hospital-centered comprehensive medical cluster.
In collaboration with Kyungpook National University Hospital and the university's colleges of medicine, dentistry, and nursing, the city plans to create a comprehensive industry-academia-research-hospital medical cluster as a national fiscal project, attracting global medical and research institutions.
This will establish Daegu as a leading hub in Korea's medical industry, boost medical tourism and advanced medical research, and provide new growth opportunities with significant economic impact for the region.
The former site of the 5th Logistics Support Command (0.75 km²) will be developed into an international financial city in connection with the redevelopment of the K-2 Airport site.
To respond to large-scale domestic and international investments in the global hub city of New K-2, the area will be specialized to support advanced IT-based financial services in conjunction with Suseong Alpha City.
As the global economy rapidly evolves, the city plans to attract domestic and international financial institutions and fintech companies, build a global financial network, and provide an optimal environment for financial institutions and investors.
Additionally, by introducing a UAM vertiport connected to Daegu-Gyeongbuk New Airport, the nearby K-2 site, Yeonho District, and Suseong Alpha City, the area will be developed as a new transportation hub and an urban complex town with business, residential, and commercial functions.
The former sites of the Air Defense Artillery School and the 1st Missile Brigade (0.64 km²) will be developed into a "Global Edu Park," establishing international-level educational infrastructure.
The city plans to attract foreign educational institutions and global prestigious university campuses, develop the area into a world-class education hub, and provide customized education programs in partnership with multinational companies.
Furthermore, by establishing a nationwide autonomous private high school, Daegu aims to prevent local talent from leaving the region, attract outstanding students from across Korea, and position itself as a leading city for education in the country.
The former site of the 50th Infantry Division (1.05 km²) will be developed into an advanced industrial complex in connection with Daegu-Gyeongbuk New Airport.
Given its proximity to the new airport and its urban location, the site will be specialized for attracting and fostering industries such as air logistics and drone manufacturing that can be linked to the airport.
Additionally, the city plans to develop a senior town and healthcare industrial complex utilizing the nearby Chilgok Kyungpook National University Hospital and abundant green spaces, aiming to become a leading city for healthy aging.
To respond to the rapidly changing industrial environment and create jobs preferred by young people, a next-generation urban high-tech industrial complex will be established, building an industrial ecosystem where global companies and startups can grow together.
Going forward, Daegu City will begin relocation negotiations with the Ministry of National Defense in the second half of this year, sign a memorandum of agreement by the first half of next year, complete the integrated relocation of military units by 2030, and finish developing the former sites between 2031 and 2033.
To ensure the smooth progress of the project, a TF task force led by the Deputy Mayor for Economic Affairs will be formed to work with relevant departments and agencies on investment attraction, national fiscal projects, deregulation and institutional improvement, and securing project feasibility to realize the development plan.
In particular, the development of former military sites is expected to generate an economic impact of 1.9529 trillion won, an added value effect of 823.8 billion won, and create 13,407 jobs through the development of these sites.
In addition, Daegu City expects that the integrated relocation of military units and the development of former military sites will establish a "civil-military coexistence" model that promotes balanced urban development and strengthens national defense capabilities simultaneously.
Hong Joonpyo, Mayor of Daegu, stated, "The large-scale former military sites secured by relocating military bases from downtown Daegu will be developed as new growth engines to drive Daegu's future for the next 100 years," and added, "We will do our utmost to help Daegu leap forward as a global city beyond Korea."
