Seoul City announced on the 19th that, as part of deregulation efforts, it will proactively abolish the designated use of all saleable Chebiji and simplify the consultation procedures through institutional improvements.
Chebiji refers to land that can be disposed of to cover the costs of land readjustment projects implemented by the city from 1937 to 1991. It is classified as administrative property (for enterprises) under the Local Autonomy Act.
Seoul City will enhance the speed of civil complaint processing by preemptively carrying out the use abolition procedures for all saleable Chebiji to manage Chebiji efficiently and resolve citizen inconveniences.
Previously, when a civil complaint for purchasing Chebiji was received, it had to go through the Shared Property Deliberation, held about five times a year, to change administrative property into general property. This caused delays in civil complaint processing of up to three months, resulting in citizen inconvenience.
For Chebiji designated as urban planning facilities such as roads and parks, which cannot be sold, individual laws corresponding to the use of each parcel will be applied to change the use, and then the property will be transferred to the facility management department for dedicated handling to simplify the consultation procedures.
By unifying the consultation channels that were previously divided between the property management department and the facility management department, it is expected to resolve citizen inconveniences caused by having to consult both departments redundantly.
Kim Chang-gyu, Head of Seoul City's Balanced Development Headquarters, said, "Through this revolutionary improvement of the Chebiji use classification system, we expect to establish an efficient management system for Chebiji, greatly simplify the civil complaint consultation procedures, and resolve citizen inconveniences. We will continue to strive to enhance citizen satisfaction through administrative efficiency."
