Goheung County to Issue 'Mobile Resident Registration Card' Starting from the 14th

Available to All County Residents Aged 17 and Older

Goheung-gun, Jeollanam-do (Governor Gong Youngmin) announced on the 12th that mobile resident registration cards, which have been piloted in nine local governments nationwide since the end of last year, will be issued at the township and town offices of the respective residential addresses starting from the 14th.


The mobile resident registration card can be issued to residents aged 17 or older who already possess a physical resident registration card and wish to obtain the mobile version. It can be securely stored on a personal mobile phone and used both online and offline with the same legal effect as the physical card.

The issuance fee is free for one mobile phone registered under the applicant's name, and the validity period is three years. Upon changing the phone or expiration of the validity period, reissuance is required.


To obtain the card, applicants must visit the township or town office of their registered address in person and install the “Korea Mobile ID” app on their own mobile phone.


There are two ways to apply: issuance via QR code and issuance via integrated circuit (IC) resident registration card.


For QR code issuance, applicants visit the township or town office with their physical (plastic) resident registration card and scan the QR code for mobile resident registration issuance. The card is issued immediately upon application and is free of charge. However, if the mobile phone is changed, a revisit to the township or town office is required.


The IC resident registration card is a resident registration card with an added IC chip, issued at the township or town office upon submission of a certificate photo taken within the last six months.


The card is issued by tapping the IC resident registration card to the applicant's own mobile phone to directly receive the mobile resident registration card. The issuance fee is 10,000 KRW, and if the mobile resident registration card needs to be reissued due to a phone change, it can be reissued without visiting the township or town office.


An official from the county said, “The mobile resident registration card is expected to be used as a convenient digital identification method in various fields. We will carefully review any areas for improvement during the issuance process and do our best to ensure a smooth nationwide rollout.”


Meanwhile, according to the Ministry of the Interior and Safety’s plan to gradually expand nationwide issuance, the first phase of mobile resident registration card issuance will begin on the 14th in nine local governments (Daegu, Daejeon, Ulsan, Gangwon, Jeonbuk, Jeonnam, Gyeongbuk, Gyeongnam, and Jeju).
