Minimizing Human Casualties
Ulsan City plans to focus on minimizing human casualties through proactive, prevention-centered responses throughout the year, striving to make Ulsan a safer city.
The main strategies include establishing a disaster management system adaptable to climate crisis changes, based on ▲a safety society created together ▲a safety-first city without major disasters ▲strengthening field-centered disaster response ▲enhancing safety management of national industrial complexes and radiological disaster prevention capabilities.
To this end, Ulsan City has allocated a budget of 78.6 billion KRW for the Citizen Safety Office in 2025 and will begin disaster safety projects starting with proactive prevention projects to reduce wind and flood damage.
① A Safety Society Created Together
Ulsan City plans to tightly weave a social safety net by providing 250 million KRW for citizen safety insurance, distributed differentially according to the population of districts and counties, so that any citizen registered in Ulsan who suffers damage can receive insurance benefits.
Support for private organizations in the field of safety culture movements such as Safety Guardians, Safety Monitor Volunteer Groups, and Safety Culture Practice Alliances will be expanded, and life safety education for vulnerable groups will be strengthened.
Various safety culture experience events such as safety knowledge competitions, safety experiences with families, and the Safe Ulsan Safety Culture Festival will be promoted to encourage public-private cooperation in creating a safer Ulsan.
The Citizen Call Basic Safety Inspection Team will operate year-round to conduct joint public-private safety inspections of vulnerable facilities, and thorough and strict crackdowns and investigations will be carried out in nine areas directly related to citizens’ daily lives, including food, real estate, and lending businesses, to protect citizens’ “very ordinary day” of comfort.
② Ulsan, a Safety-First City Without Major Disasters
Management will be conducted on 311 facilities subject to major citizen disaster management, including safety and health management system inspections, joint public-private safety inspections, and capacity-building training for facility managers.
For private workplaces with fewer than 50 employees, support projects for international standard certification companies and major disaster prevention consulting will be implemented to ensure that an industrial safety and health culture is established as soon as possible.
Safety will also be meticulously managed at events and festivals expected to attract large crowds, summer water play areas, and water leisure facilities.
③ Strengthening Field-Centered Disaster Response
Proactive disaster prevention projects in disaster-vulnerable areas will include seven disaster risk improvement projects, three wind and flood damage projects, and one excellent water retention project, totaling 11 projects with an investment of 27.7 billion KRW to thoroughly prepare for disasters such as typhoons and floods.
Following the certification as a ‘UN Disaster Resilience Hub City,’ Ulsan will continue to expand international cooperation through hosting disaster safety policy forums, attending international conferences, and conducting policy research to establish an image as a city leading in safety.
A disaster management fund of 88 billion KRW will be raised and used for disaster prevention and emergency recovery projects, and a disaster relief fund of 25.5 billion KRW will be raised and used for support of disaster victims.
④ Enhancing Safety Management of National Industrial Complexes and Radiological Disaster Prevention Capabilities
150 billion KRW will be invested in the Petrochemical Industrial Complex Safety Management Advancement Plus Project to manage underground pipelines, which have a high risk of accidents due to aging and cause large-scale damage when accidents occur, in real time. Thorough management will also be ensured for the operation of the National Industrial Complex Integrated Safety Management Center following its establishment.
To prepare for radiological disasters, Ulsan will enhance radiological disaster response capabilities by building an inter-agency information-sharing support system using the citizen evacuation integrated management system and citizen action alert system, which are the first of their kind nationwide.
Finally, Ulsan City will do its utmost to be selected in the disaster safety industry promotion facility creation contest project conducted by the Ministry of the Interior and Safety this year.
An official from Ulsan City stated, “This year as well, we will establish a field-centered proactive response system and thoroughly prepare for various disasters so that citizens can take one step closer to a safe daily life.”
