Six opposition parties, including the Democratic Party of Korea, reintroduced the Special Investigation Act on Treason with some amendments on the 9th.
The Democratic Party, along with the Joguk Innovation Party, Progressive Party, Reform Innovation Party, Social Democratic Party, and Basic Income Party, announced that they submitted the second version of the 'Special Investigation Act on Treason' to the National Assembly Secretariat on the same day. This came just one day after it was rejected and discarded by a margin of two votes in the National Assembly plenary session re-vote the previous day.
In this Special Investigation Act, a third party, not the opposition parties, and the Supreme Court are to recommend the special investigator. The clause granting the opposition parties a veto right to reject or request re-nomination of the special investigator candidate was also removed. The third-party recommendation method involves the Chief Justice of the Supreme Court recommending two candidates, from whom the President appoints one as the special investigator.
This is interpreted as an effort to reduce the veto power of Acting President and Deputy Prime Minister/Minister of Strategy and Finance Choi Sang-mok and the ruling party's justification for opposing votes.
Hwang Un-ha, floor leader of the Joguk Innovation Party, said, "The most notable feature of this Special Investigation Act is the method where the Chief Justice of the Supreme Court recommends two candidates," adding, "It has removed the controversial elements that the government or the People Power Party claimed to be unconstitutional."
