Legal Civil Petition Processing Compliance Rate Recorded at 99.87% Through November This Year
Goyang Special City, Gyeonggi Province (Mayor Lee Dong-hwan) announced on the 30th that the compliance rate for processing statutory civil complaints (Saeol civil complaints) received through the Saeol administrative system this year reached 99.87%, an improvement of 0.34 percentage points compared to the previous year.

Goyang City operates various systems to ensure civil complaints are processed within the statutory processing period. For Saeol civil complaints with a statutory processing period of two days or more, the city thoroughly investigates any delays, even if the processing is late by just one second, and some complaints have a separately set shortened processing period for expedited handling.
Additionally, for complaints with a statutory processing period of six days or more, a notice is sent to the person in charge two days before the shortened processing deadline, and a reminder is issued if the deadline is exceeded to help ensure compliance with the processing period.
In particular, for complaints whose scheduled processing date has passed, automatic delay notification text messages are sent to department heads and responsible personnel to support prompt handling, and through systematic management, Goyang City maintains a high compliance rate for civil complaint processing periods.
Meanwhile, according to Goyang City, from January to November this year, a total of 1,744 noise-related complaints were received through the National Sinmungo, a decrease of 3,184 cases compared to 4,928 cases during the same period last year.
Analyzing the number of complaints by season, it was found that noise complaints were lowest in winter when people tend to keep windows closed, while noise complaints were highest in summer, when outdoor activities and construction are frequent and windows are more likely to be open.
This year, noise complaints in July, the summer month, amounted to 385 cases, whereas last year, noise complaints frequently occurred with 822 cases in May, 1,836 cases in June, and 1,009 cases in July. In particular, last year, many complaints related to dust and noise were due to construction at the Deok-eun District Knowledge Industry Center in Deokyang-gu, but this year, as large-scale construction in Deok-eun District partially ended, noise-related complaints significantly decreased.
Goyang City promptly handles noise complaints by conducting on-site noise measurements and administrative guidance centered on the district office’s Environment and Greenery Division, and plans to continuously strive to improve the living environment in ways that citizens can feel.
