At the launch ceremony, co-representatives from Gapyeong-gun (Joo Nam-jin, Yoon Bok-young), Gwangju-si (Kang Cheon-sim, Jeong Chang-woo), Namyangju-si (Kim Yong-wan, Jo Seong-dae), Yangpyeong-gun (Kim Su-han, Lee Tae-young), Yeoju-si (Ahn Young-mo, Park Doo-hyung), Yongin-si (Moon Seung-jong, Kwon Byung-heon), and Icheon-si (Shin Yong-baek, Jeong Cheol-hwa), along with city and county council chairs and members, and about 250 residents attended.
They held the launch ceremony to demand the repeal of the "Act on the Improvement of Water Quality of the Hangang Watershed Drinking Water Source and Resident Support, etc." (hereinafter Hangang Act), triggered by the Ministry of Strategy and Finance's unilateral cut of resident support project funds for 2025, and declared a government-level struggle to realize resident support project funds and improve overlapping regulations.
On this day, the Gyeonggi Coalition issued a statement calling for the restoration and increase of resident support project funds as well as comprehensive regulatory improvements, and strengthened their resolve for government-level struggle through a plaque unveiling ceremony for the Gyeonggi Coalition launch and chanting slogans to abolish overlapping regulations.

In particular, the residents attending the event shouted loudly so that their voices demanding a complete improvement of the unreasonable regulations in the Paldang area could be conveyed to the government.
Chief Representative Kang Cheon-sim said, "Although we considered postponing the launch ceremony due to the country's chaotic situation, we could not delay it any longer given the reality that we have endured pain by giving up everything for 50 years. We will unite strongly to reclaim the property rights, equality rights, and the pursuit of happiness of the residents upstream of Paldang, so that our pain and suffering will not be passed down."
The Gyeonggi Coalition especially resolved to intensify their struggle until the residents' demands are met, marking the launch as a starting point.
