Government to Fully Support Jeonbuk Autonomous Province as a 'Global Life Economy City'

Establishment of Mid- to Long-Term Comprehensive Plan and Sector-Specific Support System

A legal foundation has been established to develop Jeonbuk Special Self-Governing Province into a 'Global Bio-Economy City.' With the enactment of the related enforcement decree, sector-specific support measures are expected to be promoted in the future.

On the 17th, the Ministry of the Interior and Safety announced that the draft enforcement decree for the 'Special Act on the Establishment of Jeonbuk Special Self-Governing Province and the Creation of a Global Bio-Economy City' was approved at the Cabinet meeting. The draft enforcement decree concretizes 14 delegated matters entrusted by the law in accordance with the full revision of the 'Special Act on the Establishment of Jeonbuk Special Self-Governing Province and the Creation of a Global Bio-Economy City,' to coincide with the enforcement date on the 27th.

First, it stipulates the procedures and methods for establishing a mid- to long-term (10-year) comprehensive plan for creating the vision of Jeonbuk Special Self-Governing Province as a 'Global Bio-Economy City.' In particular, it sets the basis for the governor's support necessary for the establishment and operation of the International K-Pop School and specifies support items such as initial operating expenses and facility construction costs.

Details regarding the designation and operation of the 'Mountain Tourism Promotion District' to revitalize mountain tourism were also stipulated. Based on this, within the Mountain Tourism Promotion District, the standards for mountain land use permits will be relaxed separately from the 'Mountainous District Management Act,' and the installation of tourism-related facilities included in the promotion district development plan will be allowed.

The designation of an investment promotion district will also be made. When designating an investment promotion district, the required investment industries are defined as the aerospace industry and defense industry, considering regional strategic industries. Additionally, regarding the performance evaluation of special environmental measures operated by the Minister of Environment, detailed procedures and methods related to performance evaluation are stipulated, including mandatory items to be included in the evaluation plan, the composition and operation of the evaluation team, and providing the governor with an opportunity to present opinions.

Yeo Jung-hyeop, Director of the Autonomy and Decentralization Bureau, said, "With the establishment of the enforcement decree, the foundation for implementing special measures has been laid, and we will support the creation of concrete outcomes." He added, "The government will continue to actively support Jeonbuk Special Self-Governing Province to establish itself as a Global Bio-Economy City."
