Gangseo-gu Selected as 'Best Institution' Ranked 1st in Fair Subcontracting Evaluation

Gangseo-gu, Seoul (District Mayor Jin Gyo-hoon) announced on the 9th that it was selected as the best institution by ranking first among 25 autonomous districts in the 2024 Fair Subcontracting Excellent Institution Evaluation hosted by Seoul City.

This evaluation focused on the fulfillment of subcontracting and policy implementation status of public construction projects to establish a fair subcontracting transaction culture. Based on evaluation indicators reflecting major policies, the performance of Seoul City (offices, bureaus, headquarters, and business offices) and 25 autonomous districts was assessed, selecting a total of eight institutions: two top performers (one city, one district), two excellent (one city, one district), and four encouraging (two city, two districts).

The evaluation was conducted on 11 indicators across four categories. The evaluation items included fair subcontracting management, payment of subcontracting fees, direct construction ratio and inspection of illegal subcontracting, and non-compliance with direct payment of subcontracting fees and electronic contract execution.

Gangseo-gu received a score of 101 points, including bonus points, across the 11 indicators in four categories, securing first place by an overwhelming margin. The district evaluated that proactively reflecting new policies, conducting education for public officials in charge of construction orders, and inspecting illegal subcontracting were particularly effective.

Additionally, the district strengthened management functions and fundamentally blocked unfair practices by implementing interviews to listen to subcontractors' opinions and promoting separate billing of payments to prevent arrears.

District Mayor Jin Gyo-hoon said, “I am pleased that our district’s efforts for fair subcontracting transactions have led to this award,” and added, “We will continue to strive to eradicate illegal subcontracting and establish a transparent and fair subcontracting culture in the local community.”
