'Martial Law Foreseen' Kim Min-seok: "Precede 7 Major Tasks, Prevent Final Struggle of '2nd Martial Law'"

"Impossible to End Martial Law Before Yoon's Suspension"
"Will Use 'Eradication of Election Fraud' as Justification for Martial Law"

Kim Min-seok, a Supreme Council Member of the Democratic Party of Korea who had predicted President Yoon Seok-yeol's 12.3 emergency martial law incident, expressed concerns about a 'second martial law.' Kim stated, "It is impossible to completely end the rebellion caused by illegal martial law until the vote to suspend President Yoon's duties is passed." The National Assembly is preparing for a vote on the impeachment motion against President Yoon.


At an 'emergency press conference' held at the National Assembly on the morning of the 6th, Kim said, "Currently, the ringleaders and accomplices of the rebellion have not been arrested, and a renewed offensive through a second martial law is anticipated, creating a very urgent 'ongoing rebellion situation'." He continued, "We must prevent the last desperate attempt of the second martial law that is bound to be attempted," and added, "I will first disclose seven urgent tasks to promptly end the ongoing rebellion situation."

He believes that the possibility of additional martial law remains until President Yoon's duties are suspended, and the following tasks must be prioritized. The seven tasks are: △ Removal of Yeoin-hyeong from the position of Counterintelligence Commander △ Nationwide refusal of all orders issued by the 'rebellion army' commanders △ Prevention of Minister of the Interior and Safety Lee Sang-min from exercising the right to propose martial law △ Prohibition of further participation in Cabinet meetings by Cabinet members involved in the first martial law who have expressed their intention to resign △ Investigation into the materials secured and presumed devices planted after occupying the Central Election Commission △ Blocking the possibility of police involved in the emergency martial law being implicated in the second martial law.


Regarding the deployment of martial law troops to the Election Commission during the 12.3 emergency martial law incident, Kim claimed, "It is judged that the rebel forces attempted to cover up their crimes by manipulating all materials from the last general election or destroying materials related to Mr. Myeong Tae-gyun, thereby securing the justification for the second martial law as 'eradicating election fraud'." He added, "Through a full-scale investigation later, the truth about the unprecedented rebellion involving the occupation of the Election Commission will be revealed."


The Election Commission reported in an emergency briefing to the National Assembly's Public Administration and Security Committee the previous day that during the 12.3 emergency martial law incident, a total of 297 personnel were deployed: 120 at the Gwacheon office, 47 at the Gwanak office, and 130 at the Election Training Institute. In response, Kim Yong-bin, Secretary General of the Election Commission, stated, "There is considerable doubt constitutionally whether this aligns with the Martial Law Act."
