Gwangjin-gu Increases Budget by 30.5 Billion KRW in 2nd Supplementary Budget... Emphasis on 'Mutual Welfare'
Jungnang-gu and Gwangjin-gu have prepared a second supplementary budget this year to support urban safety, social welfare, and other areas.
In particular, they decided to support the budget to strengthen meal care for the elderly, including providing lunch five days a week at senior centers.
Jungnang-gu Submits a Supplementary Budget Proposal of 27.8 Billion KRW to the District Council
Jungnang-gu (Mayor Ryu Gyeong-gi) has submitted a supplementary budget proposal totaling 27.8 billion KRW, focusing on resident safety and welfare, to the district council.
This supplementary budget proposal mainly includes urgent projects requested by residents that can be executed within the year, as well as campaign pledges from the 8th local government administration, focusing on urban safety enhancement, social welfare, and culture and sports sectors.
The proposal will be reviewed by the Jungnang District Council (Chairman Choi Kyung-bo) starting from the 29th and is scheduled to be finalized on September 12.
With this supplementary budget, the district plans to strengthen urban maintenance to more thoroughly protect residents' safety and support livelihood recovery through customized welfare projects tailored by target groups and sectors.
First, to create a safe and pleasant urban environment, 3.05 billion KRW will be invested in river and sewage facility maintenance and sewer dredging; 1.93 billion KRW in pavement road maintenance and road facility improvement projects; 1.3 billion KRW in street cleaning management and waste disposal; 270 million KRW for snow removal measures; 200 million KRW for the maintenance of child protection zones; and 100 million KRW for reinforcing CCTV installations to eliminate blind spots.
Resident welfare will also be carefully addressed. A total of 8.2 billion KRW will be allocated to customized welfare projects for various groups including childcare and elderly care, such as support for time-based childcare services, senior center operation support, support for activities and jobs for the disabled, operation of youth culture and arts creation centers, creation of women-friendly cities, housing benefits, and emergency welfare.
Additionally, 100 million KRW will be invested to build the Jungnang Donghaeng Sarangnet website, a comprehensive welfare platform aimed at improving accessibility to various welfare service information.
Alongside this, to ensure smooth progress of major investment pledges of the 8th local government, 500 million KRW will be invested in the construction costs for the 2nd Bang Jeong-hwan Education Support Center, and 130 million KRW for the design competition for the construction of the Muk 1-dong complex building.
Investment will also be evenly distributed in the culture and sports sector to improve residents' leisure life environment. For winter sports activation, 470 million KRW will be allocated to the Jungnang Snow Sledding Park; 210 million KRW for remodeling the district public information library to create a safe and pleasant reading environment; and 50 million KRW for a specialized tree planting project to enhance the healing and walking functions of Mangwoo History and Culture Park.
Local economic revitalization and resident-centered projects are also taken care of. 20 million KRW will be allocated for traditional market facility modernization to support small business owners; 330 million KRW for Donghaeng jobs and Seoul-type New Deal jobs; 140 million KRW for operating programs at community centers; and 20 million KRW for supporting autonomous crime prevention squads.
The funding for this supplementary budget comes from a 10 billion KRW surplus from the 2023 fiscal year settlement, 3.9 billion KRW in national and city subsidies, and 4.4 billion KRW secured through expenditure restructuring such as reducing rigid expenses.
Ryu Gyeong-gi, Mayor of Jungnang-gu, said, “This supplementary budget focuses on revitalizing the local economy and welfare projects for a safe urban environment and livelihood stability where residents can live with peace of mind. Once the budget is finalized, we will promptly implement the projects to make Jungnang-gu a better place to live.”
Gwangjin-gu Prepares a 30.5 Billion KRW Increase in the 2nd Supplementary Budget... Focused on ‘Coexistence Welfare’
Gwangjin-gu (Mayor Kim Gyeong-ho) has prepared a 30.5 billion KRW 2024 2nd supplementary budget and submitted it to the Gwangjin District Council.
This supplementary budget is 3.69% higher than the original budget (825.4 billion KRW), totaling 855.9 billion KRW. The realization of ‘coexistence welfare’ to support the vulnerable amid difficult economic conditions was prioritized.
First, 4.5 billion KRW was allocated for the purchase of land for the new Gwangjin Elderly Protection Center and 150 million KRW for welfare infrastructure restructuring services. The focus was on laying the foundation to systematically respond to increasing welfare demands due to population aging.
Meal care for the elderly will also be strengthened. The expansion of ‘providing lunch five days a week at senior centers’ and the operation of ‘Senior Companion Restaurants’ are planned. Additional support will be provided for lunchbox and side dish delivery meals to alleviate food cost burdens amid high prices.
Furthermore, youth welfare is emphasized. 380 million KRW will be invested in establishing the ‘Youth Startup Dream Center’ to support prospective entrepreneurs. The ‘Youth Dosirak’ project, which provides meal kits to single-person households of unemployed youth, includes 80 million KRW.
In addition, tailored policies that residents can feel in daily life will be implemented, including 450 million KRW for proper recycling processing, 330 million KRW for public restroom maintenance, 300 million KRW for remodeling the Naru Art Center, and 230 million KRW for winter snow removal measures.
The 2nd supplementary budget will be finalized on September 6 after the 277th Gwangjin District Council extraordinary session. Kim Gyeong-ho, Mayor of Gwangjin-gu, said, “This supplementary budget reflects difficult financial conditions such as decreased tax revenue and focuses on highly effective projects to improve efficiency. We will continuously monitor whether residents face any inconvenience in their daily lives and do our best to make Gwangjin-gu even better.”
