Seoul's Greenhouse Gas Emissions 70% from Buildings... Dongdaemun-gu Establishes Carbon Neutrality Leading Model (Building Sector)

Dongdaemun-gu, Seoul (Mayor Ilhyung Lee) announced on the 28th that it has formed a consortium with Korea East-West Power, Korea Energy Agency, and Energy X, and signed a Memorandum of Understanding (MOU) for the “Dongdaemun-gu Building Energy Efficiency Project” to achieve carbon neutrality, together with four local universities (Kyung Hee University, University of Seoul, Hankuk University of Foreign Studies, Samyook Health University) and the Traditional Market Merchants Association.


According to the Seoul Greenhouse Gas Inventory Report (December 2023), about 70% of Seoul’s greenhouse gas emissions in 2021 originated from buildings.


The district plans to apply the capital and technology of energy institutions to university and traditional market buildings with high energy consumption to reduce greenhouse gas emissions, increase energy self-sufficiency, and realize carbon neutrality.


The main contents of the agreement include ▲establishing a working council for the Dongdaemun-gu Building Energy Efficiency Project ▲forming a consortium of three energy institutions (Korea East-West Power, Korea Energy Agency, Energy X) and participating in the project ▲joint cooperation for energy efficiency on university campuses and implementing Green e-Campus ▲expanding energy efficiency efforts in building sectors including public and private buildings.


In particular, Korea East-West Power will participate in the project using the BOT (Build-Operate-Transfer) method, which involves conducting energy diagnosis and project design for universities and traditional markets, pre-investing in system construction costs, sharing energy savings profits during the project period, and transferring ownership (such as energy-saving systems) after the project period.


Korea Energy Agency, the only public institution implementing energy policies in Korea, will support the district with funds for rationalizing energy use, provide energy diagnosis, and offer policy consultation.


Energy X, which completed Korea’s first commercialized plus-energy building, will support the district with sustainable building technologies (eco-friendly design and management software technology, BIPV hardware technology).


Mayor Ilhyung Lee of Dongdaemun-gu said, “Through this MOU, we expect Dongdaemun-gu to lead improvements in energy efficiency in the building sector,” and added, “We will establish a Dongdaemun-gu type carbon neutrality realization model and spread excellent cases to other regions, advancing as a leading city for carbon neutrality.”
