Mokpo Youth 100 Forum "We Will Do Our Best in the Role of Civic Groups"

"Medical School Public Recruitment Should Develop Evaluation Indicators Based on Jeonnam Ordinance"

Ko Seok-gyu, Former President of Mokpo National University, Emphasizes the Role of Civic Groups

Mokpo Youth 100 Forum (Representative Park Sang-guk) announced that it held a regular breakfast seminar on the morning of the 16th at 7 a.m. on the 8th floor of the Shangri-La Hotel in Mokpo City.


At the seminar, former Mokpo National University President Ko Seok-gyu was invited as a speaker and emphasized the past process of attracting a medical school to Mokpo National University and the tasks that civic groups must undertake in the future.


Former President Ko Seok-gyu logically explained the justification for why a medical school should be established at Mokpo National University by discussing the 30 years of cooperation with Jeollanam-do and various conditions incomparable to Suncheon National University, receiving great support from the members.

Former President Ko raised his voice, saying, “The medical school at Mokpo National University will be a very critical turning point to revitalize the Southwest region,” and “We must achieve this at all costs, even with our lives.”


He especially explained the justification for attracting the medical school to Mokpo National University based on constitutional provisions related to regional balance and Jeollanam-do ordinances.


According to Article 119 of Chapter 9 of the Constitution, the state is required to maintain balanced growth and stability of the national economy and appropriate income distribution.


Also, Article 1 of the Jeollanam-do Ordinance on Supporting Economic Democratization states that the purpose of this ordinance is to promote balanced regional development, and Chapter 2 of the Basic Ordinance of the Jeollanam-do Council specifies that residents have the right to live happily in a healthy, safe, and pleasant environment in all fields such as welfare, education, culture, and environment according to the Constitution.


In particular, the “Ordinance on the Development and Utilization of Balanced Development Indicators in Jeollanam-do,” enacted in 2020, mandates that when Jeollanam-do conducts public contests, it must develop indicators for balanced regional development and “the governor shall endeavor to ensure that the balanced development indicators are reflected as much as possible in the evaluation criteria for selecting target areas for various public contests,” clearly stating that regional balanced development in Jeollanam-do should be a major evaluation criterion for public contest selection.


Originally, the Mokpo Youth 100 Forum, which rejected the medical school contest by Jeollanam-do and insisted on Governor Kim Young-rok’s confirmation of the medical school at Mokpo National University, resolved to “do its best as a civic group to ensure that the meaning of balanced regional development is reflected as much as possible in the evaluation items and factors, following Mokpo National University’s announcement that it will participate in the contest,” and appealed for the participation of all former Mokpo citizens.
