Delay in Resident Registration Issuance Work the Previous Day

The government's administrative computer network experienced a temporary shutdown again six days after the paralysis incident. The government explained it as a temporary overload, but the lack of detailed explanation about the specific cause has increased public anxiety.

According to the Ministry of the Interior and Safety on the 23rd, from 11:45 AM to 12:05 PM the previous day, for about 20 minutes, the issuance of resident registration documents was delayed at town, township, and neighborhood community centers nationwide.


The system that caused the failure this time is the next-generation resident registration system used by local government officials to issue related certificates such as resident registration and transcript copies. It is different from the Saeol Local Administrative Information System, which caused the recent administrative network paralysis.


On the 17th, an error occurred in the network device 'L4 switch' of the government administrative network authentication system, causing the Saeol system and Government24 services to be suspended. The government conducted recovery work over the weekend and resumed normal operation from Monday the 20th.


However, the error occurred in the resident registration system, not the Saeol system that had problems, which further increased concerns.


The Ministry of the Interior and Safety has belatedly begun investigating the cause by forming a public-private joint 'Local Administrative Computer Service Reform Task Force (TF)' to analyze the detailed cause of the administrative computer network failure and establish measures to prevent recurrence.
