[Asia Economy Reporter Park Jong-il] Yeongdeungpo-gu (Mayor Choi Ho-kwon) announced on the 8th that it conducted training for all employees to prevent safety accidents at local festivals and event venues.
Recently, with a series of unfortunate accidents and disasters occurring, the importance of safety management has become even more prominent. Accordingly, the district recognized that protecting the lives and property of residents from various risks is fundamental to public officials and promoted this training to enhance employees' response capabilities to disasters and emergencies.
The training was conducted with about 70 executives of grade 5 or higher attending on-site lectures, while other employees participated in real-time video training via IPTV installed in each department.
On this day, Professor Park Jae-sung from the Department of Fire and Disaster Prevention at Soongsil Cyber University served as the instructor, delivering lectures on ▲interpretation of related laws and guidelines such as the Disaster Safety Act ▲guidelines for preparing safety management plans ▲disaster prevention and human engineering ▲the development process of human behavior during disasters.
In particular, regarding accidents that may occur when large crowds gather at festivals, performances, and other events, the training provided more in-depth education focusing on actual domestic and international cases, concentrating on measures to prevent casualties such as crowd crushes and proper response and management methods in emergency situations.
An employee who attended the lecture said, “I was once again reminded of how important crowd management is to ensure safety when holding festivals or events, and I will be more thorough in safety management with a sense of responsibility as a public official.”
The district plans to conduct on-site inspections to prevent safety accidents at public facilities used by many residents until December this year.
The inspection targets 43 major citizen disaster facilities, including the district office building, public complex offices, welfare centers, sports facilities, and daycare centers. The district will thoroughly conduct practical inspections on ▲identification and improvement of harmful and dangerous factors ▲reconfirmation of the effectiveness of emergency action plans for disaster situations ▲ensuring safety in subcontracting, outsourcing, and consignment management ▲key contents and obligations of related laws and regulations.
Additionally, if any management or improvement issues are found, the district will take measures to suspend use first and prepare countermeasures, continuously monitoring the implementation status of improvements.
Choi Ho-kwon, Mayor of Yeongdeungpo-gu, emphasized, “I hope public officials remember the belief that they are the last bastion protecting public peace and do their best to prevent various disasters and major accidents through proactive and thorough safety management.”
Jungnang-gu (Mayor Ryu Kyung-gi) conducted a safety accident prevention campaign on the 7th together with local safety security officers and the autonomous disaster prevention group.
The campaign involved about 120 participants, including the Urban Safety Division, Dong community center staff, safety security officers, and the autonomous disaster prevention group, who carried out promotional activities around Bonghwasan Station and Yongmasan Station areas.
The safety accident prevention campaign focused on ▲preventing safety accidents in multi-use facilities such as subway station areas and traditional markets ▲preventing winter fires and forest fires ▲reporting safety hazards via the Safety Report Center ▲riding personal mobility devices (PM) safely.
Ryu Kyung-gi, Mayor of Jungnang-gu, said, “Safety accidents can be prevented in advance with small attention and caution from those around us,” and added, “We will do our best to create a safe living environment by actively promoting safety accident prevention and action guidelines regularly.”
The district has been conducting monthly safety inspection campaigns with safety security officers and the autonomous disaster prevention group since July this year.
Guro-gu (Mayor Moon Heon-il) will additionally install ‘multifunctional smart poles.’
On the 9th, Guro-gu announced, “To integrate smart technology and administrative infrastructure to enhance resident convenience and urban landscape, multifunctional smart poles will be installed throughout the district.”
Smart poles are state-of-the-art equipment that combine infrastructure such as streetlights, security lights, and closed-circuit (CC) TVs with various information and communication technologies (ICT) like public Wi-Fi and the Internet of Things (IoT) into a single pole.
The district plans to expand multifunctional smart poles to eight locations, including five spots along the Anyangcheon walking trail, Gocheok Sky Dome, Pureun Arboretum, and Guro Digital Complex, by February next year.
The multifunctional smart poles will be equipped with multipurpose CCTVs providing disaster safety and crime prevention services, electronic display boards showing weather information such as fine dust, temperature, and humidity, LED security lights, wind turbines used when security lights are on, public Wi-Fi, and IP emergency bells.
This project, part of Seoul City's ‘Smart Seoul Communication Infrastructure Expansion Project,’ will also pilot operate an autonomous flight control system by installing a drone station at one location along Anyangcheon in response to the Fourth Industrial Revolution era. This system can capture real-time footage and secure stored videos during situations such as Anyangcheon flooding, inaccessible areas, and event hosting. The district plans to install additional poles at multi-use locations such as Maebongsan, Gaewoongsan, and Dorimcheon after comprehensive evaluation of resident satisfaction and operational efficiency.
In this way, Guro-gu is emerging as an advanced industrial city by introducing administrative services integrated with various information and communication technologies. Especially, the smart pole construction project, which started in 2019, has been steadily continuing with customized installations considering regional characteristics. Currently, a total of 161 Guro-type smart poles are operated, including ‘streetlight smart poles,’ ‘CCTV smart poles,’ ‘integrated safety smart poles,’ and ‘multifunctional smart poles.’
The district expects to improve the urban landscape and reduce infrastructure construction costs by integrating equipment with different functions into a single pole. It also anticipates enhancing the quality of administrative services in various fields such as disaster, safety, welfare, education, and culture through infrastructure combined with smart technology.
A Guro-gu official said, “We hope residents will feel a safer and more convenient life through this expansion of smart poles,” and added, “We will continue to do our best to provide high-quality administrative services by utilizing new advanced technologies.”
