Dongjak-gu Supports Administrative Staff for Daycare Centers... Yangcheon-gu's 'Love Recycling Sharing Campaign'


[Asia Economy Reporter Park Jong-il] Dongjak-gu (Mayor Lee Chang-woo) will launch the ‘Administrative Staff Support Project’ from April to reduce the administrative burden on public daycare centers.


This project was established to create an environment where childcare staff can focus solely on their primary task of ‘infant and toddler care’ and to standardize the varying administrative processes across different daycare centers.


Last year, ‘Joint Accounting Staff’ were dispatched to 30 daycare centers to support accounting and payroll tasks, with 93.4% of the centers expressing satisfaction with the project.


Accordingly, starting this year, the project will be expanded to broadly support non-childcare tasks such as various evaluations, administrative, and IT-related duties.


Daycare administrative staff will be selected through a comprehensive evaluation of job performance capabilities, targeting graduates of early childhood-related departments, holders of childcare teacher certificates, and those with experience in daycare accounting and administrative work.


They will complete job training covering overall daycare center operations and accounting procedures and will begin rotating duties at 23 public daycare centers within the district starting April 11.


Main support tasks include accounting processing using the Seoul City Daycare Management System, preparation of financial accounting books and organizing supporting documents, and administrative and IT tasks. For more details, inquiries can be made to the Childcare Division.


Kim Ji-hyun, head of the Childcare Division, stated, “Reducing administrative tasks for childcare teachers will further strengthen the competitiveness of childcare services,” adding, “We will strive to create a child-rearing environment where parents can trust and leave their children and childcare staff can focus solely on childcare.”


The district has been working to boost the morale of childcare staff by establishing an integrated personnel system for childcare teachers centered on the public childcare control tower ‘Childcare Office’ and implementing the nation’s first ‘Teacher-to-Child Ratio Improvement’ project.


This year, in collaboration with the Dongjak-gu Mental Health Center, a healing program for high-risk childcare staff will be conducted, and welfare benefits, longevity allowances, and infant class teacher allowances will be provided to improve the treatment of childcare staff, leading ongoing efforts to enhance the childcare environment.

Yeongdeungpo-gu Mayor Chae Hyun-il attended the opening ceremony of the Daebang Elementary School library in Singil-dong on the morning of the 30th.


The Daebang Elementary School library was reborn as a space for rest and communication for children after two months of remodeling. The opening ceremony was attended by National Assembly member Kim Min-seok, city council members, district council members, officials from the Seoul Southern Education Support Office and the school, as well as parents of Daebang Elementary students to celebrate the library’s opening.


Mayor Chae said in his congratulatory speech, “I hope the Daebang Elementary School library will become a happy space where students’ dreams and hopes grow,” adding, “We will work hard to improve the school environment inside and outside, including the library and safe school routes, to create Yeongdeungpo as a leading city in education.”

Dongdaemun-gu (Mayor Yoo Deok-yeol) conducted training to strengthen the job competencies of volunteer demand site managers and to effectively manage volunteers.


A volunteer demand site refers to nonprofit organizations, public institutions, social welfare facilities, and other public interest groups that require volunteer assistance. Currently, 218 demand sites are registered in Dongdaemun-gu, where various volunteer programs are operated.


On the afternoon of the 25th, the district held basic training for volunteer demand site managers to promote volunteer activities and enhance managerial capabilities. The training was conducted online to prevent the spread of COVID-19.


This training covered practical content necessary for program operation, including volunteer performance certification standards and the operation of the 1365 Volunteer Portal manual, with a total of 58 managers participating.


Additionally, the district plans to provide quarterly training through the Dongdaemun-gu Volunteer Center, offering various educational programs such as volunteer privacy protection and human rights education, tailored to the needs of demand site managers, beyond the basic training.


Mayor Yoo Deok-yeol of Dongdaemun-gu said, “In a situation where volunteer activities have been restricted due to COVID-19, we conducted training for managers to promote volunteer activities and ensure efficient operation,” adding, “We will continue to provide quality educational programs and ask demand sites to actively participate.”

Yangcheon-gu (Mayor Kim Soo-young) is launching the ‘Love Recycling Sharing Campaign’ for two weeks until April 8, involving all district employees and voluntary participants from Mokdong Hyundai Hyperion II Apartment residents.


The ‘Love Recycling Sharing Campaign’ is an event designed to spread a culture of sharing in the community and promote resource circulation by donating unused recyclable items from households. It began in April 2018 and has been held five times so far. The campaign was temporarily suspended last year due to COVID-19 but is now being resumed for the sixth time. According to district officials, approximately 40,000 items have been collected through active participation from local residents and employees.


Notably, residents of Mokdong Hyundai Hyperion II Apartment (576 households) have expressed strong willingness to participate, which is expected to significantly contribute to spreading a culture of sharing to help neighbors in need.


The collected recyclables will be delivered to local recycling clothing collection organizations through the Yangcheon Love Welfare Foundation, and the proceeds from sales will be used to support low-income families in the area.


Main collected items include used clothes, shoes, and bags. Any resident wishing to participate can drop off recyclables at nearby community service centers, the district office’s first-floor comprehensive situation room, or the donation boxes set up on the first floor of Haenuri Town.


Additionally, on April 13, a ‘Love Recycling Sharing Delivery Ceremony’ will be held at the district office building, attended by Mayor Kim Soo-young, representatives of participating residents, and related officials.


Mayor Kim Soo-young of Yangcheon-gu said, “As the new season arrives, the ‘Love Recycling Sharing Campaign’ is being resumed to help neighbors in need and contribute to resource circulation,” adding, “We hope many residents will participate in the sharing campaign so that warm hearts can be delivered to neighbors who have faced many difficulties due to COVID-19.”

Gwanak-gu (Mayor Park Jun-hee) is expanding and promoting public job projects to stabilize the livelihoods of vulnerable groups facing employment crises due to the economic downturn caused by COVID-19.


Accordingly, in the first supplementary budget of 2022, a total of 1.7 billion KRW was secured for three public job projects, including 1.4 billion KRW for the Gang Gam-chan Gwanak-type Livelihood Stabilization Jobs, and in the second half of the year, about 500 additional people from low-income vulnerable groups, unemployed persons, and business suspension or closure individuals will be selected.


Applications for each public job project will be accepted in May and June, with additional selection and placement in July and August, aiming to maintain livelihoods and stabilize employment for residents affected by COVID-19.


Selected participants will be assigned to various district office departments and community service centers considering their preferences, experience, and health status. Working hours are five days a week, three to five hours per day, with benefits including enrollment in the four major social insurances, paid holidays, and weekly and monthly allowances.


Currently, 953 participants are engaged in the Gang Gam-chan Gwanak-type Livelihood Stabilization Jobs, 280 in the first half of the year Seoul Citizen Safety Jobs (public work), and 180 in local quarantine jobs, performing tasks such as COVID-19 response regional quarantine and facility disinfection.


A district official said, “By expanding public job opportunities, we will create jobs and help stabilize the lives of residents facing employment crises due to COVID-19,” adding, “We will continue to do our best to provide COVID-19 quarantine and public convenience services.”
