On the 20th, the National Police Commission passed a partial amendment to the Police Public Officials Code of Conduct at its meeting, which includes this provision.
Previously, the Anti-Corruption and Civil Rights Commission notified central government ministries and public institutions to amend their codes of conduct to prohibit virtual asset investments using job-related internal information and to require officials in departments and positions related to the duties to report their holdings. Starting next year, the Public Officials Conflict of Interest Prevention Act will be enforced, and reporting regulations for transactions related to virtual assets by job-related persons are expected to apply.
On the same day, the Police Commission also passed a partial amendment to the detailed enforcement rules of the Police Public Officials Disciplinary Regulations. The amendment newly established disciplinary standards for "insult and other non-personal unfair acts," and added non-personal unfair acts to the types of misconduct for which disciplinary mitigation through awards can be restricted.
Cases with a blood alcohol concentration of 0.2% or higher, or refusal to undergo alcohol testing, will be subject to suspension to dismissal even upon first detection. The disciplinary standards for drunk driving were also subdivided into three stages by newly establishing a 0.2% or higher category, whereas previously it was divided into two stages based on a 0.08% blood alcohol concentration. This follows the legislative notice of partial amendments to the National Public Officials Disciplinary Regulations by the Ministry of Personnel Management and the Local Public Officials Disciplinary Rules.
