Launch of 'AI High-Level Strategic Dialogue' Comprising Public and Private Representatives

Discussing Promotion Directions for Activating the Supermassive AI Ecosystem through Public-Private Cooperation
[Asia Economy Reporter Eunmo Koo] The government has decided to form a public-private cooperation channel with major domestic artificial intelligence (AI) companies to develop core AI technologies and services, and to join forces to activate a hyper-large AI ecosystem equipped with more advanced functions than existing AI and applicable to specialized fields.
The Ministry of Science and ICT announced on the 7th that it held the "1st AI Strategy Summit" (hereinafter referred to as the Strategy Summit) at COEX in Seoul, based on this content.
The Strategy Summit is a public-private cooperation channel in the AI field where representatives from the public and private sectors share corporate AI investment visions and government investment directions, and discuss strategic cooperation plans to lead the AI and data economy. It is composed mainly of major companies such as Kakao, KT, LG Uplus, Naver, SK Telecom, and Samsung Electronics, including representatives from AI academia and research sectors, and plans to flexibly add related companies and representatives from other ministries according to the discussion topics of each session.
The first Strategy Summit held on this day focused on hyper-large AI, which has recently emerged as a new paradigm in AI technology. Hyper-large AI is an AI technology that significantly expands the scale of AI to hundreds of billions to trillions of parameters by utilizing large-scale data and supercomputing infrastructure. As AI performance and versatility have dramatically improved, major Korean companies are also making large-scale investments to build hyper-large AI models to lead the technology.
The Strategy Summit discussed ways to support the utilization and spread of hyper-large AI by first providing small and medium-sized enterprises (SMEs) and startups with opportunities to use hyper-large AI built by Korean companies, in order to activate the hyper-large AI ecosystem early and lead technological competition.
In addition, the government will support the necessary computing resources through linkage with the Digital New Deal so that SMEs and startups can utilize hyper-large AI. It will also review public sector application plans to provide early demonstration opportunities for new services utilizing hyper-large AI, and jointly review and support with the private sector to ensure that various data necessary for the development and performance improvement of hyper-large AI-based services are built and utilized through the "Data Dam" project.
Industry-academia-research cooperation for leading hyper-large AI technology will also be strengthened. To this end, the government plans to newly promote R&D projects to discover new hyper-large AI candidates and conduct follow-up research necessary for performance enhancement of hyper-large AI in connection with government projects planned under the Digital New Deal, providing academia and research sectors with opportunities to accumulate related research experience.
Furthermore, companies will reflect hyper-large AI R&D demands through planning and participation in R&D projects, and promote expansion into new hyper-large AI by utilizing large-scale data and computing resources owned by companies based on R&D achievements of academia and research sectors.
Finally, the Strategy Summit also discussed directions for institutional improvements related to the advancement and utilization of hyper-large AI results. Since hyper-large AI requires the use of large-scale data and can create new value, legislative improvements in copyright law, patent law, personal information protection law, etc., are necessary to resolve issues related to data utilization and intellectual property rights of results, as well as activation of regulatory sandbox use for early demonstration of related services before legislative improvements.
To address this, companies will first propose necessary regulatory exemptions and application methods for hyper-large AI service demonstrations, and based on these proposals, the public and private sectors will jointly review ways to utilize the regulatory sandbox related to hyper-large AI. The government will actively review improvement proposals, consult with relevant ministries, and promote AI-related institutional improvements according to the AI legislative improvement roadmap.
Minister Hyesook Lim of the Ministry of Science and ICT said, "This was a meaningful occasion where the public and private sectors shared AI investment strategies and discussed cooperation directions to activate the hyper-large AI ecosystem to enhance Korea's global AI competitiveness. Based on the discussions, the government will also spare no policy support so that the public and private sectors can join forces to elevate Korea's AI competitiveness to the next level."
The Strategy Summit is scheduled to be held regularly once every six months, and separate expert consultative bodies will be formed by discussion topics to specify discussion contents and establish detailed implementation plans, reporting results at the next Strategy Summit.
Discussion topics will broadly cover all AI-related fields such as ▲infrastructure utilization (AI semiconductors, cloud, etc.) ▲talent cultivation (linkage of public-private talent cultivation programs, etc.) ▲service activation (digital healthcare, robotics, mobility, etc.).
