Prompt and Systematic Project Implementation through Ordinance Enactment
[Asia Economy Yeongnam Reporting Headquarters Reporter Kim Yong-woo] Ulsan City is legislating the promotion of a ‘Smart City’.
Ulsan City announced on the 5th that it will give legislative notice of the ‘Ordinance on the Creation and Operation of Smart Cities’ to improve citizens' quality of life, enhance urban competitiveness, and lead the realization of a sustainable city.
The main contents of the ordinance include △Smart City Planning, △Smart City Infrastructure, △Smart City Integrated Operation Center, △Smart City Project Council, and the fostering and support of the smart city industry.
First, the ordinance requires establishing the basic direction, goals, and promotion strategies for smart city construction, and mandates the formulation of a smart city plan every five years. This plan includes the creation and management of smart city infrastructure tailored to Ulsan’s regional characteristics and current status, as well as the provision of smart city services.
Additionally, a management and operation plan for efficiently managing smart city infrastructure will be established, and a Smart City Integrated Operation Center will be installed to link and integrate information systems in various smart city service sectors, enabling cooperation with related organizations.
When promoting various land development projects, urban regeneration projects, and housing construction projects, a Smart City Project Council will be formed and operated to discuss matters related to the implementation plans of smart city construction projects, management and operation, handover, and completion inspections of smart city infrastructure.
The council will be chaired by the Deputy Mayor for Economic Affairs and composed of up to 25 members, including public officials, related experts, and residents.
This ordinance will be given legislative notice until August 25, followed by review by the Ordinance and Rules Deliberation Committee and approval by the City Council, and is scheduled to be promulgated and enforced in October.
An official from Ulsan City stated, “We expect that legal enactment will enable prompt and systematic promotion of smart city projects,” adding, “By integrating information and communication technology (ICT) into urban infrastructure, we will create a safer and more convenient experiential smart city.”
