[Asia Economy Reporter Park Hyesook] Namdong-gu, Incheon, is improving the practice of imposing fines so that residents can correct minor violations of the Automobile Management Act by themselves.
According to the district on the 29th, the number of reports related to violations of the Automobile Management Act in the area has surged by about 206% over three years, from 750 cases in 2017 to 1,547 cases last year, due to the widespread use of smartphones and black boxes.
Since there are no separate guidance provisions under the Automobile Management Act for the violations received, fines are imposed immediately upon detection even for minor violations. Because of this, those who unknowingly made arbitrary modifications, installations, or alterations without prior knowledge of the regulations have continuously filed complaints.
Accordingly, the district has decided to improve the fine imposition method by establishing internal administrative disposition standards.
For unauthorized additional installation of lighting devices, modification of turn signals, and lighting tinting, a restoration request letter will be sent before imposing fines, and fines will be imposed if the request is not complied with.
However, intentional seal damage, license plate obstruction, and failure to attach license plates will continue to be fined immediately upon detection as before.
