Some Changes Following Investigation Authority Adjustment
Separate Selection Planned for Special Promotion Candidates at Guksubon
[Asia Economy Reporter Lee Gwan-joo] The police plan to grant special promotions (special advancement) to over 1,100 on-site police officers ranked below Superintendent this year. While the scale is similar to previous years, a distinctive feature is the allocation of quotas to new areas such as police reform and COVID-19 quarantine merit.
According to the police on the 23rd, the National Police Agency recently established the "2021 Special Promotion Operation Plan" and planned a special promotion quota (TO) of 1,132 this year. By category, 341 are nationwide selections including the National Police Agency headquarters, affiliated institutions, and important criminal apprehension special promotions, and 791 are allocated to city and provincial police agencies. When classified by rank for the city and provincial police agency special promotion allocations, there are 71 Superintendents, 66 Inspectors, 252 Sergeants, and 402 Corporals. Based on the size of the city and provincial police agencies, the regional allocation numbers are 183 for Seoul, 131 for Gyeonggi Nambu, 53 for Busan, 48 for Gyeonggi Bukbu, and 45 for Incheon. The Sejong Police Agency, opened in June 2019, was also allocated 6 special promotion quotas.
With the full-scale implementation of major police reform bills such as investigative authority adjustment and autonomous police this year, some changes have been made to special promotions. For outstanding performers in national agenda and National Police Agency priority tasks, 83 quotas were allocated to the National Investigation Headquarters (Guksubon) in the "core investigative policy tasks" category, and special promotion candidates will be separately selected by Guksubon. Additionally, ▲ police reform promotion (4 persons) ▲ autonomous police establishment promotion (4 persons) were included, and 10 persons in the "national disaster crisis overcoming" category will be specially promoted to discover outstanding COVID-19 quarantine support personnel. Departments such as security and public order, which previously had no special promotion opportunities, are also expected to be allocated their own TO. In fact, the security department was reportedly allocated 4 persons in the "establishment of legal order at assembly sites" category.
Existing special promotions for outstanding criminal apprehension and exemplary public officials in proactive administration will continue as before. Last year, the development and distribution of contactless breathalyzers, introduction of mobile driver’s license verification services, and distribution of masks to vulnerable groups under seizure were recognized as exemplary police cases. This signifies the intention to discover such proactive administrative cases and provide special promotion opportunities to police officers with meritorious service.
