Attack Targets ICE Facility in Dallas
"Anti-ICE" Message Found on Shell Casings... Shooter Dies by Suicide
A shooting occurred at an Immigration and Customs Enforcement (ICE) detention facility in Dallas, Texas, resulting in two deaths and one person critically injured.
The U.S. Department of Homeland Security stated in a press release on the 24th (local time), "This morning, a deranged shooter attacked the ICE field office from a nearby rooftop," adding, "The shooter fired indiscriminately at the ICE building and at a van parked at the facility entrance." The statement continued, "Three detainees at the facility were shot, two of whom died, and the other is in critical condition." It also reported, "The shooter died from a self-inflicted gunshot wound."
According to the Dallas Police Department, a call for assistance was received at around 6:40 a.m. at the ICE temporary detention facility in Dallas, prompting police to respond. Upon arrival, officers found three shooting victims lying on the ground. One was pronounced dead at the scene, and of the two transported to the hospital, one died while receiving treatment.
The shooter was found dead on the rooftop of a building near the ICE facility. Authorities believe the attack was ideologically motivated, as shell casings found on the shooter bore messages opposing ICE. Cathy Patel, Director of the Federal Bureau of Investigation (FBI), wrote on X (formerly Twitter) that "while the investigation is ongoing, preliminary evidence analysis indicates an ideological motive for this attack," and added, "One of the recovered unused shell casings was engraved with the phrase 'ANTI ICE.'" The Department of Homeland Security also characterized the incident as "an attack on ICE law enforcement."
Kristi Noem, Secretary of Homeland Security, wrote on X, "For months, we have warned politicians and the media to tone down their extreme rhetoric against ICE law enforcement before someone gets killed," emphasizing, "This horrific murder should serve as a wake-up call to the far left that their rhetoric about ICE has consequences." However, Secretary Noem did not provide any further information or evidence regarding the motive. Vice President JD Vance also shared Secretary Noem's post on his own X account, stating, "Obsessive attacks on law enforcement, especially ICE, must stop," and added, "I am praying for everyone injured in this attack and their families."
NBC News, citing law enforcement sources, reported that the shooter was identified as 29-year-old Joshua Yan. He was registered as an unaffiliated voter with no party affiliation, and his brother, Noah Yan, told NBC in an interview, "As far as I know, he did not have strong feelings about ICE. He was not interested in politics."
This year, as the Donald Trump administration has aggressively enforced policies to crack down on and deport undocumented immigrants, there have been several attacks on immigration-related facilities. On July 4, a group of people fired at the Prairieland Detention Center in Alvarado, Texas, injuring a police officer in the neck. At least 11 people were indicted in connection with this attack. Just three days later, on July 7, a 27-year-old man fired dozens of rounds from a rifle at federal agents outside a Border Patrol facility in McAllen, Texas, before being shot and killed by authorities. At that time, two police officers and one Border Patrol employee were injured.
According to CNN and other outlets, the facility where the incident occurred is a place where people arrested by ICE agents are held for less than 24 hours before being transferred to a formal detention center. Last summer, the facility typically housed several dozen detainees at a time, but at one point held as many as 155.
