Songpa-gu Urges Direct Election
to Secure Resident Support
Songpa-gu in Seoul (headed by Mayor Seo Kangseok) announced on August 29 that it has strongly urged the direct election of the association president for the Jamsil Jugong Complex 5 reconstruction project.
The Jamsil Jugong Complex 5 association is currently considering a vote for or against the current president's reappointment. In response, Songpa-gu emphasized that swift progress on this large-scale project-which will rebuild 3,600 households into 6,387-is essential, and that the support of all association members and democratic legitimacy are crucial. The district office reiterated that the president should be elected directly by the members, rather than through a vote for or against the current president.
Jamsil Jugong Complex 5 has experienced ongoing disputes in the past regarding the election of its president. Songpa-gu also called for direct elections at the end of 2022, and as a result, the president elected through this system successfully led major reconstruction procedures, such as passing the architectural review, with strong resident support.
However, with the current president's term nearing its end, there is once again an attempt to extend the term through a vote for or against reappointment. Songpa-gu warned that if the president is reappointed without competition, it would undermine democratic legitimacy and could hinder future administrative procedures and progress of the reconstruction project. The district office once again demanded that the president be elected directly by the members.
Songpa-gu stated, "If the association elects its president through a process lacking democratic legitimacy, we plan to reject approval for the change of president."
