Heeseop Kim, a member of the Goyang Special City Council (Juyeop 1 and 2-dong, People Power Party), attended the "Policy Forum for Sustainable Performance Culture and Urban Coexistence" held on the 27th in the conference room of Goyang Sports Complex. He argued that Goyang City must promptly expand its insufficient accommodation infrastructure to advance as a sustainable performance city.

This forum, organized by the Goyang Urban Management Corporation, was held to discuss policies aimed at increasing the satisfaction of both domestic and international visitors to Goyang City venues such as Goyang Sports Complex and KINTEX, and to foster Goyang City’s development as a cultural hub where performance culture and the city can coexist and thrive.


In his opening remarks before the discussion, Assemblyman Heeseop Kim stated that recent policies transforming Goyang Sports Complex into a performance mecca have produced tangible results, even giving rise to the new term "GoyangCon," meaning "Goyang equals large-scale concerts." However, he noted that these successes have also presented new challenges.


As a panelist, Kim pointed out the lack of infrastructure that Goyang City must address to become a sustainable performance city and offered various suggestions for improvement.


Kim prioritized the expansion of accommodation infrastructure, proposing that policies should focus on: ▲ conducting thorough research and analysis to predict accommodation demand and address shortages ▲ securing hotel infrastructure by quickly utilizing the S2 site ▲ and strengthening competitiveness by enhancing convenience and diversity in accommodation options.


He also emphasized that foreign visitors are often seen struggling in crowds, especially at night before and after performances. He stressed the need to operate an information control tower and actively run information desks, including utilizing nearby administrative offices.


Additionally, Kim argued that administrative services should consider providing emergency items such as safety equipment, basic medicines, and raincoats to respond to sudden weather changes, insisting that thorough administrative and safety preparedness is a fundamental infrastructure requirement for a global performance city.


Kim also noted that large-scale performances have led to numerous complaints about noise and traffic congestion. He stated that, for the city and performances to coexist, collective wisdom is needed to establish long-term and fundamental solutions in both facility upgrades and administrative measures.


The forum was attended by officials from Goyang Urban Management Corporation, related departments such as Goyang City’s Tourism and Parking & Transportation Divisions, and a Dong-A Ilbo journalist, all of whom gathered diverse opinions to ensure the sustainability of Goyang as a performance city.


Assemblyman Heeseop Kim expressed his commitment, stating, "Going forward, the city council will spare no effort in providing interest and support so that Goyang City can develop into a global performance city and cultural hub."
