Kim Yoonduk Land Minister Nominee Warns Jeonse Loans in DSR May Reduce Loan Limits for Low-Income Borrowers Yonhap News

Kim Yoonduk, the nominee for Minister of Land, Infrastructure and Transport, expressed concern about the plan to include jeonse loans in the Debt Service Ratio (DSR), stating that "the loan limits could be reduced, especially for low-income citizens and genuine homebuyers."


According to the written materials submitted by Kim to the National Assembly on the 25th, Kim stated, "If jeonse loans and similar products are included in the DSR, the loan limits could be reduced, particularly for low-income citizens and genuine homebuyers. Therefore, I plan to consult with the Financial Services Commission, which is the responsible authority, regarding this matter." He also added, "Since the 6·27 loan regulations were only recently implemented and are still in the early stages, it is necessary to monitor the trends in household lending and market effects before considering any additional regulations."


Kim expressed a positive view regarding the 6·27 loan regulations. He said, "Recently, apartment prices in major areas such as Gangnam in Seoul showed signs of overheating, but with the 6·27 measures to strengthen household debt management, speculative transactions have been restricted, and as a result, the rate of increase in housing prices appears to have slowed."


Regarding the relaxation or abolition of the reconstruction excess profit recovery charge, which is considered to hinder the revitalization of reconstruction?a key measure to expand housing supply?Kim explained, "It is important to balance the interests of both the public and private sectors." He emphasized, "Since the operational plans for the current system are still under discussion in the National Assembly, if I am appointed as minister, I will strive to ensure that reasonable alternatives are developed through the parliamentary deliberation process."
