Securing 14.3 Billion Won in National Funding, 28.7 Billion Won Project to Be Implemented Over Five Years Starting in 2026

Siheung Valley in Geumcheon to Be Reborn as Ecological Space...Retention Facility Installation and Park Construction Planned

Geumcheon District in Seoul (District Mayor Yoo Seonghun) announced that the Siheung Valley District has been selected as a new project site in the Ministry of the Interior and Safety's "2026 Outstanding Stormwater Runoff Reduction Facilities Installation Project" competition, securing 14.3 billion won in national funding.


The total project budget amounts to 28.7 billion won, and over a five-year period from 2026 to 2030, comprehensive disaster prevention measures such as rainwater retention and the creation of ecological spaces will be actively implemented.


The Siheung Valley District, located at San 76-9, Siheung-dong, Geumcheon District, was one of the areas severely affected by heavy rainfall in August 2022. In particular, this district has a high concentration of semi-basement households in low-lying residential areas, which have repeatedly suffered flooding damage during heavy rains.


The district plans to secure a total rainwater storage capacity of 24,000 cubic meters by installing one underground retention tank (6,000 cubic meters) and one open-type ecological wetland (18,000 cubic meters) in the area.


In addition, a park of approximately 15,000 square meters will be created above the retention facilities.


The park will feature amenities for residents such as a lawn plaza, a gateball court, and a forest playground. This will create a multifunctional public space that not only prevents flood damage but also serves as a place for daily relaxation and community activities.


To be selected for this project, the district completed preliminary planning and feasibility studies from August 2023 to May 2024 and is currently working on the basic plan. In August last year, the district emphasized the urgency and regional necessity of the project at a party-government consultative meeting, which helped secure national funding.


A Geumcheon District official stated, "This project is an opportunity to fundamentally reduce flood damage and is part of urban regeneration efforts to improve residents' quality of life. We will do our utmost to ensure smooth project implementation by proactively carrying out administrative procedures such as design commissioning, resident briefings, and land compensation."


Yoo Seonghun, Mayor of Geumcheon District, said, "We are pursuing proactive and sustainable flood prevention policies to address the era of climate crisis. Through the Siheung Valley stormwater runoff reduction facility project, we will create a safe city free from flood concerns, where all residents can live with peace of mind."


The "Outstanding Stormwater Runoff Reduction Facilities Installation Project" is a government-funded program that aims to prevent flood damage caused by climate change and urbanization by constructing facilities that retain and regulate rainwater runoff during heavy rainfall events.
