Seoul City Announces the Arrival of the 'Golden Age of Local Civil Service Exams'... What Does It Mean?

Seoul City is experiencing a golden age of the Local Civil Service Examination.


Officials who passed the Local Civil Service Examination are gradually emerging as central figures in key posts leading Seoul's administration under Mayor Oh Se-hoon.


The Local Civil Service Examination was newly established by the government to cultivate talent in the era of local autonomy, but it was merged into the Administrative Civil Service Examination after just eight years, marking a brief history.


Nevertheless, in Seoul City, those who passed the Local Civil Service Examination are increasingly forming the core, drawing attention.


Currently, Seoul City’s top leadership includes Kim Ui-seung, Administrative Deputy Mayor and 36th Administrative Civil Service Examination pass, Kim Seon-soon, Director of the Women and Family Policy Office, Kim Sang-han, Chief of the Planning Office, Yoon Jong-jang, Director of the Urban Transportation Office, and Joo Yong-tae, Head of the Future Hangang Headquarters, all from the 37th examination cohort.


Following them, the 38th cohort includes Kim Tae-gyun, Director of the Economic Policy Office, Choi Kyung-joo, Head of the Culture Headquarters, Han Young-hee, Director of the Finance Bureau, Lee Hoe-seung, Director of the Talent Development Institute, Shin Jong-woo of Eunpyeong District, Jung Jin-woo of Jungnang District, Kim Kyung-tak, Deputy Mayor of Gangdong District, and Park Jong-su, Liaison Officer to the National Assembly, among many others.


The next generation of Local Civil Service Examination passers is rapidly rising and is expected to soon form the core. Already, Lee Soo-yeon, Welfare Policy Office Director and a first cohort Local Civil Service Examination passer, has been promoted to a Grade 2 position. Her contemporaries include Park Dae-woo, Acting Mayor of Gangseo District, Lee Young-gi, Deputy Mayor of Gwanak District, and Kim Jae-yong, Director of Seoul Grand Park.


The second cohort includes Kim Young-hwan, Director of the Seoul Tourism and Sports Bureau, Baek Il-heon, Deputy Mayor of Gwangjin District, Lee Won-mok, Director, Hwang In-sik, former spokesperson, Kim Jeong-ho, former Deputy Mayor of Jung District, Kwon Min, Deputy Head of the Waterworks Headquarters, and Kang Seon-seop, Section Chief.


Among the third cohort, Jung Sang-hoon, Administrative Director, has been promoted to Grade 2 and is soon expected to be promoted to Grade 1. Notably, Director Jung, a former secretary to Mayor Oh, became a key figure after Mayor Oh’s comeback through the 2021 by-election, serving as Chief Secretary and pushing forward initiatives decisively.


Also in the third cohort, Lee Dong-ryul, spokesperson, is highly regarded for effectively serving as Mayor Oh’s spokesperson. Additionally, the third cohort includes Ma Chae-sook, Deputy Mayor of Jongno District, Lee Sang-hoon, Deputy Mayor of Jung District, Lee Hye-kyung, Deputy Mayor of Songpa District, Lee Bang-il, Deputy Mayor of Gangbuk District, and Eom Ui-sik, Deputy Mayor of Guro District, making up five of the 25 Deputy Mayors in Seoul City, solidifying their presence. The third cohort is known for its strong camaraderie.


The fourth cohort includes Jung Sang-taek, currently studying in the United States.


The Local Civil Service Examination selected about 90 candidates annually, with 93 in 1995 and 88 in 1996, but numbers dropped to 27 in 2001 and 28 in 2002, before merging with the Administrative Civil Service Examination in 2004 after eight years.
